COUNCIL MINUTES

JANUARY 14, 2014

 

PRESENT:  T. Wassa, J. Gehrls, T. Humpert, B. Phelps, C. Phelps, J. VanHove

ABSENT:  D. Maguire

EMPLOYEES:  M. Couture, D. Englehart, D. Young

 

Council meeting was called to order at 7:00 p.m. by President Wassa.

 

Humpert/Gehrls motioned to approve the minutes from the December 2, 2013 council meeting; all in favor, motion carried.

 

B. Phelps/Humpert motioned to approve the minutes from the December 9, 2013 special council meeting; all in favor, motion carried.

 

AUDIENCE RECOGNITION - None

 

DEPARTMENT/COMMITTEE REPORTS

 

Fire – D. Young discussed five runs in December, including a missing person who was located using quads and snowmobiles during the storm.  Discussion held regarding response to a brush fire that a neighbor called in to Central Dispatch.  The homeowner had followed all burning regulations, but the wind changed after the fire started resulting in bothersome smoke for the neighbor.  The Fire Department discussed at their meeting and recommends no bill be issued to this homeowner since they followed the proper procedures and the wind change was due to weather beyond their control.

 

C. Phelps/VanHove motioned to not charge the homeowner for Fire Department response to Incident 035-14; five in favor/one opposed, motion carried.

 

Discussion held regarding the Grasshopper phone system and the Fire Department changing phone numbers.  The goal is to eliminate as many phone lines as possible to save costs and streamline the communication process.  T. Wassa requested a meeting so that he can train Fire Department members how to use the Grasshopper system to its fullest potential. 

 

DPW – T. Wassa thanked D. Englehart for his hard work and extra time to keep the streets plowed during the recent storm. 

 

Clerk’s Items – M. Couture donated a document scanner to the Village office and plans to begin emailing packets to council members in advance of the meeting.  Discussion held regarding drafting the 2014-2015 budget.  Budget workshop will be Thursday, January 23, 2014, and budget hearings will be February 3, 2014 at 7:15pm and March 3, 2014, at 7:15pm.

 

CORRESPONDENCE – None

 

OLD BUSINESS

 

Economic Survey – T. Wassa is still researching the group that will help with this at no cost and advise — postponed. 

 

SAW Grant – T. Wassa updated SAW Grant info.  There is $500+ million in grant money available, and approximately $600 million in grant applications were received, so there is a good chance that our grant application could be approved and we need to think about the possibility of coming up with matching funds as a budget consideration. 

 

Rental Ordinance – discussion held regarding the proposed rental ordinance that has been drafted.  T. Wassa requested that council review the ordinance and be prepared for further discussion and action at next council. 

Delinquent Property Tax Collection – further research required – postponed. 

Police Protection – discussion held regarding proposed Resolution 01-14 to provide police protection within the village as discussed with Fairgrove Township. 

B. Phelps/J. VanHove motioned to approve Resolution 01-14 to establish police protection within the Village provided by Fairgrove Township through their contract with the Akron Police Department; roll call vote:  C. Phelps-Yay; T. Humpert-Yay; Gehrls-Yay; B. Phelps-Yay; VanHove-Yay; Wassa-Yay, motion carried. 

NEW BUSINESS

 

Bean Festival Hall Use - The Bean Festival would like to request permission to use the Village Hall during the winter months for their meetings.

 

B. Phelps/C. Phelps motioned to approve the Bean Festival’s use of the Village Hall for their meetings the 3rd Sunday of each month at 6:00pm; all in favor, motion carried.

 

FINANCES

 

Humpert/Gehrls motioned to approve December disbursements totaling approximately $22,221.93; all in favor, motion carried.

 

As there was no other business, meeting adjourned at 7:40 p.m.
